The League of Women Voters has a 2-year cycle of program planning so the positions espoused by the League are reflective of the membership of the League. Program planning is the grassroots process of recommending and selecting governmental issues for study and agreement in reaching a position. Once consensus has been reached, both the national and state Leagues produce a comprehensive document for their respective programs.
